Bulgaria MPs Increase Serious Crime Penalties

Bulgaria's Parliament has voted Friday in favor of changes to the Penal Code, which will include more severe penalties for serious crimes.
The murder of a person kidnapped for ransom will be life imprisonment, with no right of appeal, and with forfeiture of all assets held by the offender.
The MPs postponed further sanctions related to kidnapping for further consideration at the next meeting of the National Assembly.
They agreed, however, on a penalty of up to six years’ imprisonment for preparation for murder. The penalty at present is for up to three years. A person causing the death of another through negligence will be subject to an additional two years in jail.
Causing bodily injury to another citizen will merit a six-year sentence, but for injuring a police, military or other officer in their line of duty, the penalty is increased to a maximum 15-year sentence.
Parliament has also voted to increase penalties for crimes such as throwing acid. Until now, sentencing depended on the severity of such an attack. Under the revised measures, the punishment for causing average bodily injury will be increased from five, to six years.
A steep increase in sentencing has been agreed for the crime of causing bodily injury by hooliganism: for serious injury, the penalty has been raised from three, to 15 years. In the case of average injury, the change is from two, to 10 years.
